Goa govt can learn from Kerala model of cleanliness

On my recent visit to 2 districts in Kerala ie Ernakulam and Thrissur, I was certainly impressed by how the local administration keeps these districts ( bigger than districts in Goa) absolutely clean. I did not witness any garbage lying around; including on the roads.  Also another key thing I noticed was that there were practically no beggars in these districts (barring very few exceptions).  Goa ministers seem to be only efficient in land conversions of Goa’s green areas, hills, water bodies, hills, forests etc. Can our Chief Minister and his cabinet take lessons from the state of Kerala on how to keep Goa clean and garbage free?
