No development in port limits without nod: Captain of Ports

PANAJI: The Captain of Ports (CoP) department has made it mandatory to obtain prior permission from the department before undertaking any developmental projects or works in Goa’s inland waters, appurtenant/riverine lands, and non-major ports.

In a press note released today, the department expressed concern over several works being carried out in areas notified as “Port Limits” without prior approval. It reminded all concerned, including government departments, that the CoP is the designated authority for non-major ports, and prior permission under applicable laws is compulsory. Any violation will invite strict legal action.

The CoP clarified that inland waters include canals, rivers, and other navigable waters up to five nautical miles from the coastline. Port limits cover the rivers Mandovi, Mapusa, Naroa (including Cumbarjua Canal), Tiracol, Chapora, Sal, Talpona, Galgibag, and the eastern section of Zuari from Agacaim-Cortalim ferry points.

The department further stated that jurisdiction extends to piers, jetties, wharves, quays, docks, ramps, moorings, and other public works made for vessel safety, traffic convenience, or port maintenance, including areas within fifty yards of the high water mark, even on privately owned property.
