Is it a crime to protest outside minister's house?

A large protest meeting was held by citizens of Sattari taluka at Hatwada Junction at Valpoi recently to express their support for Town and Country Planning Minister Vishwajit Rane. Participants alleged that Rane was being deliberately targeted over the controversial Section 39A of the TCP Act and warned that such attempts to tarnish his reputation would not be tolerated. Speakers at the gathering also said that the people of Sattari would strongly oppose any efforts to insult the dignity/self-respect of the taluka. The reason why Goans are targeting Rane over Section 39A that's because he's a TCP Minister. Now, he being a TCP Minister, don't Goans have a fundamental right to question and ask for his accountability? And is it a crime for Goans to protest outside this Minister's house against the rampant illegal conversion of land that has been going on across the state? I think that the 'supporters' of Vishwajit should stop issuing threats to Goans.  As an elected politician and being a TCP Minister, Rane owes a lot of explanations, should be held accountable, for illegal conversion of land that is going on by misusing Section 39A.
