The idea of providing a government job to at least one member of every family in Goa deserves thoughtful discussion. As a small state with a relatively limited population, Goa may have a unique opportunity to explore a fair and transparent employment distribution system if administrative efficiency is strengthened. One important step could be addressing underperformance within government departments. While job security is essential for stability, timely review of inefficient or negligent employees can help improve public services and create vacancies for deserving candidates. Such actions must strictly follow constitutional safeguards, particularly the protections provided under Article 311, which ensure that government employees cannot be dismissed arbitrarily without due process and proper inquiry. At present, the procedure for removing non-performing staff is lengthy and rarely implemented, which sometimes allows inefficiency to persist. A balanced policy framework”legally sound, unbiased, and evidence-based”could help strengthen accountability while protecting employees’ rights. Government employment cannot be guaranteed to every family, but improving performance review mechanisms and ensuring transparent recruitment could widen opportunities, enhance public service delivery, and restore public confidence in administrative systems in Goa.
