Goa has literally gone to the dogs and no one from the government or those bleeding-heart dog lovers/NGOs is doing anything about it. Whether it is beaches, shops, restaurants, cinema ticket booths, office buildings, hospitals or roads, you are sure to find resident canines. Judgements are passed by the courts and quasi-judicial bodies, but no one monitors implementation, and the problem is getting more acute. Goa recorded 19,368 dog-bite cases last year, ie an average of 53 incidents every day. However, the Goa Animal Foundation was up in arms claiming the government figures were heavily inflated (then pray tell us what the actual figures are). The State has an average stray population of approximately 1,50,000 strays; things are only going to get much worse. The only alternative is culling, which many advanced countries resort to. If not, then surely a time will come when the dogs will invade our houses.
