A social activist has moved the High Court of Bombay at Goa, raising concerns over the electoral roll to be used for the forthcoming elections to the Corporation of the City of Panaji (CCP). In a writ petition, Uday Chari, a former candidate from Ward 18, has sought clarity on which electoral roll will be relied upon for the CCP polls.

The petition stated that the Special Intensive Revision (SIR) 2026 was finalised on February 21. As per the official press note, 39,592 names were deleted during the revision process, while 12,166 new names were added to the electoral rolls.

Chari has contended that if the election is conducted without strictly implementing the newly revised SIR list, there is a possibility that the deleted names may be misused for false voting and impersonation.

The plea raised apprehensions that the existence of nearly 40,000 deleted records could create a “ghost voter” pool susceptible to manipulation. The Court has adjourned the matter for hearing on March 9.
