Laghu Udyog Bharati seeks stronger MSME manufacturing in State

Laghu Udyog Bharati (LUB), Goa Pradesh, submitted a 20-point memorandum to Chief Minister Pramod Sawant, outlining key challenges faced by manufacturing MSMEs and suggesting policy measures to strengthen Goa’s industrial ecosystem.

The memorandum was presented by LUB Goa’s state leadership team led by state president Pallavi Salgaocar, along with state general secretary Mudit Agarwaal and state treasurer Vibhor Keny. It stressed the need for targeted interventions to support micro, small and medium manufacturing enterprises, which contribute significantly to local employment and economic growth.

A key demand is the creation of a fully integrated digital single window clearance system with fixed service timelines, online tracking, automatic escalation mechanisms and deemed approvals. LUB stated that the current system only allows application submission without time-bound backend clearances.

The association also highlighted the lack of structured market linkages for local manufacturers. It proposed a dedicated programme to connect MSMEs with large industries, hotels, institutional buyers, retail chains and government procurement through buyer-seller meets, a digital vendor directory and quality support initiatives.

LUB further sought a fixed percentage of state government procurement to be reserved for Goa-based Udyam-registered MSMEs, along with simplified tender conditions and reduced EMD requirements. It recommended developing sector-specific clusters in areas such as pharma ancillaries, packaging, electronics and food processing, supported by common facilities and skill programmes.

The memorandum also called for SGST reimbursement for new and expanding units and a comprehensive compliance support system to simplify GST, labour and pollution-related filings for small manufacturers.
