Goa ranks 3rd in power distribution Utilities and 11th nationally: DUR

Goa has emerged as one of the top-performing power distribution utilities in the country, securing the 3rd position in its category in the Distribution Utilities Ranking (DUR) Report for FY 2024-25, released by the Ministry of Power.

According to the Distribution Utility Rating declared on Friday during the Power Minister’s Summit, Goa Power Department (Goa PD) achieved a combined score of 78.5, placing it third among 41 distribution utilities (excluding urban and special category states) and 11th overall among 66 utilities assessed nationwide.

In the category-wise rankings, Goa PD stood behind Gujarat’s DGVCL and Odisha’s TPNODL, reflecting strong overall performance across most parameters. The report noted that Goa performed particularly well in areas such as RPO compliance and communicable system metering, where it secured full marks.

The ranking is based on a comprehensive evaluation across six key parameters, including financial and operational performance, consumer service, renewable purchase obligations (RPO), smart metering, demand-side response, and resource adequacy.

While the data shows that Goa performed exceptionally well in Renewable Purchase Obligation and system metering scoring 100 out of 100, the demand-side response remains a weak area where it managed to get only 19 score, significantly pulling down the overall score.

“Goa PD has secured 3rd rank in this category and overall 11th rank and has performed well in all parameters except Demand Side response parameter. Goa PD can improve its ranking by focusing on ToD (Time-of-Day) tariff implementation and installation of ToD meter for all consumer categories except agriculture,” the report suggested.

Goa scored 84.8 on Annual Integrated Rating (IR), 76.1 in consumer services and 75.2 in resource adequacy.

The DUR framework, introduced by the Ministry of Power, is aimed at benchmarking the performance of power distribution companies across the country and promoting competition, transparency, and reforms in the sector.

The latest ranking reflects Goa’s growing efficiency in power distribution and its progress in adopting reforms and technology-driven solutions in the sector.
