Revenue earned by the Goa tourism department through leasing of tourism assets has increased nearly ninefold over the past six years, rising from Rs 21.34 lakh in 2020“21 to Rs 190.12 lakh in 2025“26 (till December 2025).
According to the State’s Economic Survey tabled during the Budget session of the legislative assembly on Friday, the increase reflects the expanding commercial use of tourism infrastructure across the State even as visitor numbers and hospitality capacity continue to grow.
The survey noted that Goa’s tourism sector is supported by a network of 9,005 hotels offering 77,253 rooms and 1,19,719 beds across categories A to D. Category C hotels form the largest segment with 4,501 establishments, providing 39,248 rooms and 60,228 beds.
Revenue generated through registration and renewal of tourist trade activities during 2025“26 (up to December 2025) stood at Rs 1,051.58 lakh, adding to the department’s overall earnings.
Tourism inflows have also grown significantly. Domestic tourists, who account for more than 95 per cent of total visitors, increased from 3.3 million in 2021 to over 10.2 million in 2025. Foreign arrivals also rose sharply from 22,128 visitors in 2021 to 5,17,802 in 2025.
Overall tourist arrivals in Goa grew from 33,30,217 in 2021 to 1,08,02,410 in 2025, with the most significant jump recorded in 2022 when arrivals surged by 115 per cent, reflecting a strong post-pandemic recovery.
International air connectivity has also strengthened. Following the operationalisation of the Mopa airport, Dabolim and Mopa airports together handled 1,416 international flights carrying 1,95,067 foreign tourists in 2023. By 2025, international flight movements rose to 1,784, bringing 2,35,798 foreign visitors.
Charter tourism continues to contribute to inbound travel, with 189 charter flights carrying 40,336 foreign tourists to Goa in 2025. Cruise tourism has also emerged as a complementary segment, with 10,086 foreign tourists arriving in the State by cruise ships in 2025.
