Colva and other panchayats must replicate Parra policy

Parra panchayat in Bardez has taken a decisive step by formally adopting a comprehensive policy to regulate the grant of construction licences after the issuance of Technical Clearance (TC) by the Town and Country Planning (TCP) Department. The latter came amid growing unrest across the State over large-scale zone changes under Section 39(A) of the TCP Act, and with several village panchayats passing resolutions against mega projects and demanding studies on village carrying capacity. While the TCP Department grants Technical Clearance based on zoning provisions under the Regional Plan and the Goa Land Development and Building Construction Regulations, 2010, the Parra panchayat has clarified that such clearance does not confer an automatic right to build.  I must inform Colvenkars that a similar proposal (as Parra Village) was put forward to the Colva Panchayat for Gram Sabha on Oct 26, 2025, but the then ruling panchayat body very strangely disapproved it for discussion saying it was not a "development" point. Whilst Colvenkars need to re-address the same with the Colva Panchayat, I request other villagers also to approach their respective panchayats to implement a Parra panchayat policy model.
