Citizens fear that vulnerable individuals are being exploited by criminal networks for illegal earnings and moved from one location to another depending on tourist flow and festival crowds. This growing nuisance not only causes inconvenience to the public but also harms Goa’s reputation as a clean, peaceful, and safe tourism destination.
