Panaji's Smart City project is stalled by governance. The IPSCDL, created as a special purpose vehicle, has been forced into operations and upkeep, diverting it from its core mandate of project execution. Meanwhile, the Corporation of the City of Panaji (CCP) and the State government are yet to resolve who owns and maintains Smart City assets. 

The lack of clarity has left infrastructure incomplete and accountability blurred, and until it is settled, the capital city's 'smart city' vision risks becoming an experiment rather than a transformative urban plan.
