Give DRS contracts to scrap dealers

I am writing in response to the article "DRS rollout to be delayed". It seems people are opposing this initiative because they don't want to pay a refundable deposit ranging from Rs 2 to Rs10 over and above the MRP for products sold in plastic and glass packaging. Why? How else do we expect to shed the tag of being one of the dirtiest, trash-filled nations in the world? Despite options like scrap dealers who buy packaging waste and weekly collection agencies deployed by panchayats or municipalities, many citizens don't comply. And the same set of citizens blame the government for our country being tagged as the dirtiest. I've witnessed many houses in my ward where people prefer burning plastic and other waste and polluting the air rather than taking the effort to give the waste to the weekly collection agent or, better, sell it to scrap dealers. In my personal opinion I am supportive of DRS. The only suggestion I would like to make is that instead of spending on installations of machines, power supply and maintenance, the government should give contracts to scrap dealers.
