Month after transfer order, Margao council engineer yet to be relieved

Directive issued by Directorate of Urban Development remains pending for unexplained reasons

This may make for interesting reading. Nearly a month after the Directorate of Urban Development ordered the transfer of Municipal Engineer Grade-II Deepak Desai from the Margao Municipal Council (MMC), the directive is yet to be implemented, triggering intense discussion within municipal corridors.
Director of Urban Development Brijesh Manerkar, in an order issued on April 28, had directed MMC Chief Officer Madhu Narvekar to relieve Desai to enable him to join his new place of posting at the Quepem Municipal Council. However, the ground reality remains unchanged.
The delay has assumed significance in the backdrop of the appointment of Manoj Arsekar as Municipal Engineer Grade-I at the Margao Municipal Council. Although Arsekar has already assumed charge at Margao, he continues to shuttle between Margao and Mormugao, as he is still holding additional charge at the Mormugao Municipal Council owing to Desai not being relieved.
Sources said the Chief Officer’s failure to implement the Director’s order for nearly a month has become the subject of intense discussion within municipal circles.
According to the April 28 order issued by the Director of Municipal Administration, Deepak Desai was transferred and appointed as Municipal Engineer Grade-II at the Quepem Municipal Council. The order further stated that Municipal Engineer Grade-III Nitin Kotharkar, who had been holding additional charge of the Grade-II post at Quepem, would consequently be relieved of the responsibility.
The order also assigned Desai additional charge of the Municipal Engineer Grade-I post at the Mormugao Municipal Council. As a result, Manoj Arsekar ” who had been holding additional charge of the Grade-I post at Mormugao while serving as Margao Municipal Engineer ” was to be relieved from the additional assignment.
“The Chief Officer of the Margao Municipal Council is hereby directed to relieve Engineer (Grade-II) Deepak Desai of his duties to enable him to report for duty at his new place of posting,” the order had stated.
However, with Desai yet to be relieved for reasons unknown, Arsekar continues to travel to the Mormugao Municipal Council twice a week to clear official correspondence and attend to administrative work, reflecting the peculiar situation arising out of the delay in implementing the transfer order.
