Challenge to CCP Act amendment in top court

A petition filed by former CCP councillor Menino Da Cruz challenges a 2005 amendment to the CCP Act that transferred delimitation powers from the State Election Commission (SEC) to the Directorate of Municipal Administration.

Da Cruz contends that this change undermines the independence of elections, enabling last-minute manipulation of ward boundaries to benefit ruling parties and politicians in power.

While the Bombay High Court at Goa had dismissed his plea last year, Da Cruz escalated the matter to the apex court. On last Thursday, the Supreme Court had ruled that the delimitation of CCP wards will remain but it will be subject to the outcome of the proceedings, with the case listed next for April 1.
