TCP report raises fresh questions over housing project at Ratwaddo

In an interesting development, the joint inspection carried out by the Town and Country Planning Department and Navelim Panchayat has revealed that a road carriage width of 3.10 metres to 4.35 metres and one-side shoulder width of 0.70 metres to 1.10 metres is available at the site leading to the housing project at Ratwaddo-Navelim.
Among other reasons, the residents of Ratwaddo had been opposing the housing project on the grounds that there is no six-metre road to the property in question, where the project is proposed.
Navelim Sarpanch Paul Pereira, when asked to shed light on the TCP inspection report, wondered why the TCP has not categorically stated in the report that there is no six-metre road at the site. “If one calculates the carriage width found in the report, it is clear there is no six-metre road. However, it is surprising that the TCP has not categorically stated there is no six-metre road,” he said.
The sarpanch said the report will be placed before the Panchayat body meeting for a further decision in the matter.
The report states: “The plot is accessible by an existing tar road having carriage width varying from approx. 3.10 mts to 4.35 mts and shoulder width of more than approx. 0.70 to 1.10 mts on one side, i.e. towards the eastern side of the property.”
The report states: “In the instant case, road carriage width of 3.10 mts to 4.35 mts and one-side shoulder width of 0.70 to 1.10 mts is available at the site.”
The report, however, further states that “As per the survey plan issued by the Directorate of Settlement and Land Records, Government of Goa, the plot is accessible by a 6 m road towards the western and southern side.”
The joint site inspection was carried out on 23/04/2008 along with the Panchayat Secretary, Sarpanch, Panch member and residents of Ratwaddo pertaining to the proposed residential housing, row houses, security cabin and compound wall.
During the course of the inspection, the inspector observed that there exists a natural flow of water within the property towards the northern side.
