Mention of survey numbers in the proposal to declare some of the khazan fields of Loutolim as No Development Zone by the Town and Country Planning (TCP) department has generated interest amongst the farmers waging a sustained battle against the proposed new high level Borim bridge.

The Carbot Cantor Tenants Association had made several pleas to the government in the past to earmark their khazans as khazan in  the Regional Plan. 

Chairman Alberto Pinheiro explained that the khazan fields of Loutolim were not shown in the RP21 as khazans. 

“We had requested the government to earmark our khazans as Khazan in the RP, but in vain”, he said.

Pinheiro said the recent TCP notification proposing to re-classify lands as NDZ have now proposed the khazans as NDZ of village Loutolim. 

“We the farmers feel safe with the proposal although the fields are not mentioned as khazan, but our survey numbers of khazans are shown as NDZ”, he said.

Saying the TCP is proposing the zone changes under section 39-A of the Act, Pinheiro said farmers cultivating the khazans may get the relief because the new Borim bridge was aligned to be passing over our khazan.

At the 233rd meeting of the Goa Town and Country Planning Board, the Board had approved the proposal for change of zones, in respect of the plots of land.

The Board had given 30 day time for members of the public to submit suggestions from the date of publication to this Notification in the Official Gazette.
