As residents of Salcete continue to appeal to the government for urgent intervention to restore the River Sal”widely regarded as the region’s lifeline”government agencies appear to be moving at a slow pace in executing projects aimed at curbing sewage discharge into the river from Margao.

Already lagging behind the timelines set by the High Court for establishing sewage infrastructure to prevent the flow of untreated wastewater into stormwater nullahs, the Court has once again intervened to ensure compliance within the stipulated timeframe.

Taking note of submissions made by government agencies regarding delays in implementing key infrastructure projects, the High Court has now urged the Finance Department of the Government of Goa to expedite financial approval for the proposed Vacuum Sewer System technology in Margao.

To put things in perspective, the Sewage Infrastructure Development Corporation Goa Ltd (SIDCGL) has advocated for the adoption of the Vacuum Sewer System to address persistent sewerage issues in the low-lying areas of Margao, including Malbhat and the Gandhi Market area.

Last year, the High Court directed SIDCGL to complete the laying of the vacuum sewerage network within 24 weeks from the date of its order. However, this deadline lapsed on January 29, 2026.

In its submission to the Court, SIDCGL stated that it had floated the tender on October 13, 2025, and that the tendering process was completed in November 2025. The Corporation further clarified that the work order is pending issuance, awaiting financial approval from the state government.

It became evident that despite completion of the tender process, the project has been stalled due to the absence of financial clearance. This prompted the High Court to call upon the Finance Department to fast-track the approval process.

“We expect that immediately upon obtaining financial approval, the work order will be issued and the work of laying the vacuum sewerage system in the low-lying areas of Margao will commence. This is particularly important as the monsoon is fast approaching, and the work must begin before its onset,” the Court observed.

Additionally, the Court directed SIDCGL to obtain the necessary No Objection Certificate (NOC) from the Comunidade of Aquem at the earliest, as the proposed sewerage line will pass through its land. This step is essential to ensure that no procedural hurdles delay the commencement of work.
